Why do I see the error message E_LIC_ALREADY_FULFILLED_BY_ANOTHER_USER when I try to download an eBook from OverDrive?

This error occurs when you try downloading an eBook to a second (or third, etc.) device and you're using a different authorization (Adobe ID or OverDrive account) than the first device. You may also see this error on a single device if you uninstall and reinstall the Libby app, but sign into the app (which also authorizes it) in a different way.
